Part One: Preamble
We, the citizens of Bangladesh committed to reform, democracy, and progress, hereby unite under the banner of the Bangladesh Reformist Party (BRP) to eliminate corruption and inequality at all levels of society. Our aim is to establish justice, equity, and prosperity through this constitution, which outlines the party’s structure, principles, membership guidelines, leadership election process, and objectives. Our vision is to transform Bangladesh into a well-governed, innovative nation where citizens’ rights are protected and equal opportunities are available for all. 

 

Chapter 1: Name and Purpose
1.1 Name and Identity:
The official name of this political entity shall be “Bangladesh Reformist Party (BRP).” 

1.2 Vision and Mission:
The primary objective of the BRP is to establish a fair and democratic society in Bangladesh by reducing social and economic disparities, eradicating corruption, and encouraging technological innovation for comprehensive development. 

 

Chapter 2: Party Structure and Governance 

  1. The BRP shall consist of the following key offices:
    a. Chairman
    b. Party President
    c. Party Leader
    d. Executive Committee
    e. General Assembly 

 

Chapter 3: Role of the Chairman 

  1. Strategic Vision and Long-Term Objectives:
    The Chairman is the custodian of the party’s strategic vision and long-term goals, ensuring alignment with the party’s principles and mission. 
  1. Advisory and Ceremonial Role:
    The Chairman’s duties are primarily advisory and ceremonial. They provide counsel to the party leadership, represent the party at important events, but do not engage in day-to-day management. 
  1. Symbol of Unity and Stability:
    The Chairman serves as a symbol of unity and stability within the party, bringing various factions together towards a common goal. 
  1. Restrictions on Authority:
    The Chairman cannot simultaneously hold the positions of Party President, Party Leader, or Prime Minister. This ensures a separation of powers. 
  1. Role in Conflict Resolution:
    The Chairman may mediate internal conflicts to maintain party cohesion. 
  1. Non-Executive Authority:
    The Chairman’s role is non-executive; they offer strategic advice but do not have direct decision-making authority. 
  1. Leadership Term and Election Process:
    The Chairman shall be elected by all party members through a democratic voting process. The term duration is 5 years, and the Chairman may hold office for a maximum of two consecutive terms (10 years). After serving two terms, the Chairman is no longer eligible to run for the same position. 
  1. Guidance on Leadership Transition:
    During leadership changes, the Chairman plays a neutral role in guiding transitions and mentoring future leaders. 
  1. Public Representation and Legacy:
    The Chairman represents the party’s values and legacy in public forums, engaging with stakeholders to further long-term objectives. 

 

Chapter 4: Role of the Party President 

  1. Daily Operations Management:
    The Party President manages the daily operations of BRP, coordinating between committees and ensuring policy implementation. 
  1. Implementation of Party Policies:
    The Party President leads the execution of strategies and policies as determined by the Executive Committee. 
  1. Official Spokesperson:
    The Party President serves as the official spokesperson, representing BRP in public and media engagements. 
  1. Leadership and Accountability:
    The Party President is accountable for the party’s performance and fosters a culture of transparency and integrity. 
  1. Election and Tenure:
    The Party President is elected by all party members through a democratic process. The term duration is 5 years, and the President may hold office for a maximum of two consecutive terms (10 years). After serving two terms, the President is no longer eligible to run for the same position. 
  1. Coordination with the Executive Committee:
    The Party President works closely with the Executive Committee to address challenges and implement decisions. 
  1. Leadership Development and Succession Planning:
    The Party President is responsible for grooming future leaders and ensuring smooth leadership transitions. 
  1. Engagement with Stakeholders:
    The Party President represents BRP in discussions with political entities, civil society, and international organizations. 

 

Chapter 5: Role of the Party Leader 

  1. Legislative and Parliamentary Leadership:
    The Party Leader is responsible for leading the party’s activities within legislative bodies and representing party interests in policy debates. 
  1. Parliamentary Strategy and Coordination:
    The Party Leader devises the party’s parliamentary strategy and ensures alignment among party members in legislative matters. 
  1. Advocacy for Party Policies in Parliament:
    The Party Leader champions BRP’s agenda in legislative discussions, ensuring national policies reflect the party’s goals. 
  1. Mandatory Prime Ministerial Candidate:
    The Party Leader is the mandatory candidate for the Prime Minister position in national elections, ensuring leadership continuity and public representation. 
  1. Election and Tenure:
    The Party Leader is elected by all party members through a democratic process. The term duration is 5 years, and the Leader may hold office for a maximum of two consecutive terms (10 years). After serving two terms, the Leader is no longer eligible to run for the same position. 
  1. Liaison Between Party and Government:
    When BRP is in government, the Party Leader acts as the key link between the executive branch and party organization. 
  1. Strategic Communication in the Legislature:
    The Party Leader communicates the party’s stance on key issues, rallies support for initiatives, and negotiates with other factions. 
  1. Guiding Parliamentary Members:
    The Party Leader provides guidance and support to party members in parliament, ensuring cohesive participation in legislative processes. 

 

Chapter 6: Separation of Powers 

  1. To ensure democratic integrity, no individual may hold the positions of Chairman, Party President, and Party Leader simultaneously. 
  1. The Chairman’s role shall remain distinct from executive and government authority. 

 

Chapter 7: Leadership and Government Roles 

  1. While serving as Chairman, no individual may be elected or appointed as Prime Minister or any other government position. 
  1. If nominated for such a position, the Chairman must first resign. 

 

Chapter 8: Decision-Making and Authority 

  1. The Party President, with support from the Executive Committee, is responsible for operational decisions. 
  1. The Chairman may provide strategic advice but has no direct decision-making power. 

 

Chapter 9: Amendments 

  1. Amendments to this constitution require a two-thirds majority vote of the General Assembly.
